These laws come with sanctions recognized and enforced by state-authorized bodies, like the judiciary. Key factors in law-making include the necessity of state authority, the specific institutions empowered to create laws, and the existence of sanctions for violations. • Enacting Laws “To enact or pass a law” means to officially create a law through a legal act. For example, when the government passes a new tax law, it is officially approved.
